Short answer: match the aspect ratio first, then get at least as many pixels as your screen.
People tend to shop for wallpapers by pixel count — "I want 4K" — when the thing that actually determines whether an image looks right on your screen is its aspect ratio. Pixel count decides sharpness. Aspect ratio decides whether you lose half the composition.

Scaling down is a well-behaved operation. Your OS averages groups of source pixels into each screen pixel, which not only preserves detail but actively suppresses noise and JPEG artefacts. A 4K image shown at 1080p often looks cleaner than a native 1080p file of the same scene.
Scaling up is not. There's no extra information to recover, so the scaler invents intermediate pixels by interpolation. The result is soft edges and, on gradients, visible stepping. This is the single most common reason a wallpaper "looks bad" — it was smaller than the screen.
Rule of thumb: never set a wallpaper whose width is less than your screen width. Going bigger costs you disk space and a few megabytes of RAM. Going smaller costs you sharpness you can't get back.
When you use the Fill setting, your OS scales the image until it covers the screen and throws away the overflow. How much it throws away depends entirely on the ratio mismatch:
That last point is why this site keeps phone wallpapers as a separate collection composed in portrait, rather than offering cropped versions of the desktop ones.
On a high-DPI display, Windows and macOS render the interface at, say, 150% or 200% so that text stays readable. This affects icons and menus — not your wallpaper. The wallpaper is always mapped to the full physical pixel grid. So a 4K monitor running at 200% scaling still wants a 3840 × 2160 wallpaper, even though everything else on screen is being drawn as if the display were 1920 × 1080.
Not much, on a desktop. A 4K PNG might be 8–15 MB; it's decoded once and then held as a bitmap. On a phone it's slightly more relevant because storage is tighter and some launchers keep multiple cached copies, but a single wallpaper is still trivial next to your photo library.
Where file size does matter is what it tells you about the file. A 4K JPEG that's only 400 KB has been compressed hard, and you'll see it in the sky gradients. There's more on that in the format guide.
Every desktop wallpaper here is delivered at 3840 × 2160 as a PNG, so there's no generational compression loss before it reaches your screen. The thumbnails you browse are much smaller WebP files — that's purely so the gallery loads quickly, and it isn't what you download.
